Citizen App started operations at New York City as vigilante in 2016, then later re-launched and re-branded as Citizen in 2017. The app discourages users from taking the law into their own hands, but aims at discouraging potentially dangerous scenarios without the users’ involvements. Citizen App therefore advises users to be cautious as they may receive news alerts before the response of police officers, and highlights the importance of not putting their lives at risk. The app is a modern-day version of the police scanners that people listened to before more advanced technology became available.
Citizen App is akin to police scanner apps as it opens up the system of emergency response to the general public. It uses radio antennas in big cities to monitor the communications of 911, and frequently playing audio at thrice the speed. Citizen team screens and filters all communications to create short accurate alerts, which are then pinged to everyone who is at least a quarter mile from the scene of the incident.
